How to check if progressive cavity pump is damaged, plugged or seized?

Check If the pump does not turn freely because it is plugged up, then the stator needs to be replaced.
They can check if the motor turns by removing it from the pump and powering it. I doubt they burned out the motor. 

They have to disassemble the pump, disconnect the rotor and remove the rotor and stator. They can try to screw out the rotor from the stator. It should be ok.
If they ran dry then it is possible that the stator and rotor are seized together, in which case they will have to replace both.

If so : Replace damaged stator and rotor if damaged or scratched as it will damage the newly replaced stator.
